CIW Sign-In Compliance Checklist
What inspectors actually check during nursery visits in Wales
Running a Cylch Meithrin on top of your day job?
You're a volunteer committee member, not a compliance expert. CIW inspections don't have to be terrifying.
This checklist shows you exactly what inspectors look for — so you can sleep well knowing your sign-in/out system is ready for any surprise visit.
Most nurseries fail on simple things like illegible paper registers, missing staff signatures, or not being able to produce "who's on premises right now" in under 2 minutes.

✓ Daily Sign-In/Out Records
Every child must have exact times logged - not rounded estimates. "9:00am" for everyone raises red flags.
Must show WHO dropped off and collected each child. First and last name required.
Inspectors cross-check staff sign-in against ratios. Missing staff records = instant compliance issue.
Paper registers with gaps, crossed-out entries, or illegible writing fail inspections.
⚠️ Emergency Readiness
Inspectors may ask: "Show me who's on premises RIGHT NOW." Can you do it in under 2 minutes?
Not just children and staff - EVERYONE on site must be accounted for.
Digital-only systems must have a backup. What happens if WiFi goes down during an emergency?
✓ Record Retention & Access
Inspectors often request historical records. Can you produce them in 5 minutes?
Paper registers locked away after hours. Digital records password-protected and encrypted.
Your sign-in data should prove you never exceeded ratios. Inspectors will check this.
✓ Best Practice (Goes Beyond Minimum Compliance)
Top-rated nurseries make sign-out impossible to forget.
Proactive alerts prevent safeguarding issues.
Shows commitment to Welsh language standards.

Common CIW Inspection Questions About Sign-In Systems
What happens if I can't produce sign-in records during an inspection?
CIW can issue a non-compliance notice on the spot. You'll have 14 days to fix it and submit evidence. Repeated failures can affect your registration status.
Can I use a paper register and still pass?
Yes, if it's complete, legible, and you can access historical records quickly. Most failures happen because paper systems are hard to maintain consistently.
Do digital sign-in systems need to be bilingual?
Not legally required, but CIW looks favourably on settings that demonstrate Welsh language commitment. Bilingual systems show you're serious about Welsh-medium provision.
How long do I need to keep sign-in records?
CIW requires 6 months minimum. Best practice is 2 years for safeguarding purposes. Digital systems make long-term storage easy and searchable.
